Recruited to this $1.2 billion mortgage bank as member of the Executive Management Team by the Managing Director and co-founder / owner of this joint venture between the Managing Director and Western Bank to assist in positioning the division for sale or merger. On time completion of my initial objectives contributed to the division being sold in October 1993.  Shortly thereafter, rapidly deteriorating economic conditions and a failed second merger forced the firm to downsize 75%. Reorganization included drastic reductions in MIS investment negating, by the Managing Director’s reluctant acceptance of my recommendation, the need for my position. Shortly thereafter, I was re-hired as consultant to drive rapid re-expansion of branch network. Victoria Mortgage collapsed in early 1996.

 

Scope of Responsibility:

Directed mainframe, mid-range and microcomputer application development, computer operations, LAN / WAN networks, voice systems, hardware / software acquisitions, and data center capacity / contingency planning. Managed 28 staff and $2.1 million budget.

Accomplishments:

  • Developed and implemented Strategic Automation Plan integrating AS/400's, microcomputers an LAN / WAN networks, reducing technical problems by more than 96% while increasing productivity of corporate work force by an average of 5%.

  • Enabled merger of Western Bank Mortgage and Victoria Mortgage Corp., providing Warehouse Inventory and Wire Transfer systems to monitor $10 million of daily bank borrowings and the ability to fund loans using electronic funds transfer.

  • Re-structured MIS Department, increasing productivity by more than 300% while reducing missed deadlines from 50+% to less than 3%.

  • Managed project to customize licensed Residential Loan Origination/Secondary Marketing System, implementing system supporting more than 120 staff in 19 geographic locations originating annually $1.25 billion of government and conventional mortgages.

  • Analyzed, selected and implemented Residential Mortgage Qualification System, reducing time required for 120 Loan Officers to qualify mortgage client from 2-4 hours to 10 minutes.

  • Converted ACCPAC Accounting System to AS/400 based JD Edwards Accounting System, enabling consolidation of accounting functions saving annually $100,000 and improving efficiency of month-end close 100%.

  • Managed development of mortgage origination Quality Control Tracking System, eliminating 95% of manual effort to track quality control exceptions, realizing annual savings in excess of $25,000.

  • Developed automated interface between the Residential Loan Origination and Loan Servicing Systems, eliminating manual effort required to perform new loan setup on Loan Servicing system, saving annually more than $40,000.

  • Developed automated interface between the Residential Loan Origination and General Ledger Systems, eliminating manual effort to post journal vouchers to General Ledger System, saving annually more than $85,000.

  • Designed and managed development of client / server based MIS Project Management System, providing ability to track and prioritize on-going backlog of 300 to 400 projects as well as monitor daily progress on projects assigned to MIS staff, reducing implementation delays 65%.

  • Opened 12 offices in 12 weeks, acquiring and implementing networks, computers, and voice systems, expanding branch network 80%.
     

  • Enabled application / systems interoperability, designing and implementing frame relay network supporting two data centers and 18 branch offices, reducing annual WAN expenses by $30,000.

  • Established  microcomputer training program, increasing computer related productivity and efficiency of 260 employees by an average of 50%.

  • Instituted in-house technical support for PBX systems, reducing out-of-pocket expense for maintenance 95%, saving annually more than $37,000.

  • Instituted in-house cable management program, designing and implementing voice and data cable management system, eliminating out-of-pocket maintenance costs, saving annually more than $30,000.

  • Generated funds required to upgrade technical infrastructure, negotiating refinance of IT assets, increasing working capital by $1.3 million. More Detail

  • Improved office productivity, re-engineering 220 node corporate LAN, improving network reliability / availability from 56% to 99.5%.

  • Upgraded AS/400 operating environment to support 350% growth in six months, increasing service level to 99.8% while reducing response time to less than 1 second.

  • Negotiated national account status for acquisition of PBX systems, reducing costs 20% in first three months of program, saving $10,000.

  • Managed design and build-out of 36,000 sq. ft. corporate facility, coordinated architects, equipment vendors, contractors and space planners, bringing  project in on-time and under $1.2 million budget.

  • Designed and managed construction of 1,200 sq. ft. data center, coordinated architects, equipment vendors, contractors and space planners. Improved security and IT operations efficiency 200%.

  • Negotiated $400,000 microcomputer lease, acquiring higher performance equipment, saving more than $40,000 and reducing maintenance expense to $0.

  • Directed installation of 16 peer-to-peer WAN / LAN networks, enabling implementation of Residential Loan Origination / Secondary Marketing System plus general office systems / software for more than 120 staff.

  • Managed relocation of corporate office and data canter including AS/400, MiTel PBX/Voice Mail System, 150+ microcomputers and more than 400 associated office / system devices, relocating 260 staff over 1 weekend without interruption to business functions.
